EU Recommendation for temporary national monitoring of outbound investments

The European Commission has recently adopted Recommendation (EU) 2025/63, urging Member States to monitor outbound investments in critical technology sectors essential for the Union’s economic security.

Member States are encouraged to collect data on investments and assess the risks associated with operations such as acquisitions, joint ventures, and venture capital in the fields of semiconductors, artificial intelligence, and quantum technologies. Although non-binding and temporary, the monitoring could evolve into binding regulatory instruments.
