
On 21 February 2026, Decree-Law No. 21 of 20 February 2026 (the “Energy Bills Decree”) entered into force, introducing a number of measures aimed at reducing energy bill charges borne by final consumers, as well as supporting business competitiveness and promoting the decarbonization of the industrial sector.
The Energy Bills Decree represents a significant intervention in the current energy landscape, which is characterized by strong price volatility and increasing geopolitical tensions.
